Administration Division

Section I – Purpose/Amendments/Rules and Regulations

Purpose

1.0 This handbook is published by Ohio Swimming, Inc. for the purpose of administering competitive swimming, and the conduct of Ohio Swimming Championships within the geographical boundaries of the Ohio Local Swim committee. This handbook is effective as of October 8, 2006.

Amendments

2.0 This handbook will be reviewed annually at the fall meeting of the House of Delegates of Ohio Swimming. The Ohio Swimming Handbook will be in effect for a one year period. Updating time standards, directories, schedule of events shall be done online as needed. The handbook will be available on the OSI website for downloading.
 
3.0 Proposed changes to sections of the handbook must be submitted to the General Chairman 45 days prior to the fall meeting for publication to the House of Delegates.
 
4.0 Proposed changes to sections of the handbook may be made outside the above time period in the following situations:
 
A. Typographical and grammatical errors may be corrected by the Administrative Vice-Chairman so long as the correction in no way changes the intent or interpretation of the article.
B. An amendment may be forwarded to any House of Delegates meeting from a committee of Ohio Swimming that has divisional jurisdiction over the article to be amended. To be adopted, such an amendment must receive a 2/3 majority vote of the House of Delegates.
C. Proposed changes from committee must be submitted per.
 

Rules and Regulations

5.0 The USA Swimming Rules and Regulations Official Handbook, the Rules for Competitive Swimming of the Federation Internationale de Natation Amateur (FINA), and such other rules and/or directives as may be issued by, or recognized by, USA Swimming and/or Ohio Swimming shall govern the conduct of all competition sanctioned or approved by the Ohio LSC.











Section II – Membership
Group Members

1.0 Those clubs and organizations who qualify as members as defined by the USA Swimming rules and regulations and Ohio Swimming By-Laws.

Territories

1.0 The Ohio LSC group members are divided into four geographical commissions:
A. Northwest Commission (counties of: Williams, Fulton, Lucas, Ottawa, Sandusky, Wood, Henry, Defiance, Paulding, Putnam, Van Wert, Allen, Hancock, Seneca).
B. Central Commission (counties of: Mercer, Auglaize, Delaware, Franklin, Licking, Hardin, Marion, Wyandot, Crawford, Athens, Hocking, Pickaway, Fairfield).
C. Cincinnati Area Commission which shall include:
1. Butler, Hamilton and Clermont Counties in Ohio and the city of Mason in Warren County.
2. Boone, Kenton, and Campbell counties in Kentucky.
D. Dayton Area Commission which shall include:
1. Darke, Miami, Shelby, Logan, Champaign, Clark, Union, Preble, Montgomery, Greene, Clinton counties in Ohio, and Warren County except the city of Mason.

Individual Members

3.0 The eligibility of an athlete for age group competition is defined in the current USA Swimming rulebook. Individual USA SWIMMING Member athletes or USA SWIMMING member athletes from unregistered clubs may swim as unattached (UN) swimmers only. Swimmers in unattached status may not swim on relays except in all-star competition.

Relationships

4.0 Ohio Swimming, Inc. is a Local Swim Committee (LSC) of USA Swimming, Inc. and is assigned to Region VI for Regional Championship Competition, to the Central Zone for Zone Championship Competition, and to the Central Zone Sectional. Ohio Swimming recognizes the right of its athletes to participate in Ohio and Kentucky High School Athletic Association competition.











Section III – Registration/Affiliation/Representation

1.0 Refer to the USA Swimming rulebook, Article 302 and 303, “Athlete Registration and Eligibility, and Article 203, “Representation”

Registration

2.0 No athletes claiming “applied for” or “pending” membership status will be permitted to swim in any sanctioned competition unless certified by the Ohio Swimming Registration Chair.
 
3.0 Group members must submit full registries and dues prior to swimming in any sanctioned competition. Membership is current when the complete application and money is turned into the LSC Registration Chair or designated representative. A penalty fee of $100.00 per event swum will be levied against any group member who swims a non-USA Swimming member in a sanctioned competition.
 
4.0 All fees for memberships must be paid by check payable to “Ohio Swimming, Inc.” and must be from the club treasurer or a responsible parent or coach. Group together as many registrations as possible. No checks over 60 days old will be accepted. The checks are to be submitted to the Ohio Swimming Registration Chair.
 
5.0 Article 603, Section 603.9 of the By-Laws of Ohio Swimming, Inc., addresses the sanction for failure to pay dues Section 603.9.5 provides continued failure to pay such fees shall be cause for termination of membership.”











Section IV – Budget and Finance
Reimbursement

1.0 To be eligible for financial assistance from the Ohio Swimming, Inc., Operational Travel Fund, the swimmer must be registered with Ohio Swimming, Inc.
 
2.0 Swimmers will receive reimbursement in the form of a check from the Ohio Swimming Treasurer after competing in the meet for which assistance is requested. The exact amount of assistance depends on the total number of eligible applicants and the amount of monies taken into the Operational Travel Fund. Neither of these figures are known until after the deadline for applications.
 
3.0 The Operational Travel Fund will be distributed between National Championships, Sectional Meet, Disability Championships, US Open, USA Swimming Junior Championships, Olympic Trials, Regional Select Camps, Distance Camps, any USA Swimming sponsored Camp held at the Olympic Training Center and all LSC sponsored camps. The Distribution will be based on a percentage divided between Nationals and all other requests, with Nationals taking first priority.
 
4.0 Operational travel fund application is due 30 days after the current seasons’ Nationals.
 
5.0 For an Operational Travel Fund application, see Appendix of Forms.
 
6.0 Operational travel fund checks are mailed out within 60 days after the current seasons’ Nationals.

Championship Facility Surcharge Fund Distribution

7.0 OSI Treasurer is responsible for timely distribution of the Championship Facility Fund (30 days following the completion of the fiscal year meets within the LSC).
 
8.0 Distribution guidelines: Total dollar amount collected from September 1 through August 31 of the following year. Broken down as follows:
A. Regional Level (‘A’ and below): 8 meets (6 sc, 2 lc), one equal share of 30% of the combined total amount of the CFF (6% each).
B. State Championships: 2 meets (1 sc, 1 lc), one equal share of 30% of the combined total amount of the CFF (15% each).
C. Senior Championships: 2 meets (1 sc, 1 lc), one equal share of 40% of the combined total amount of the CFF (20% each).

Fund Allocation

9.0 Swimmer support income to be made up of all sanction income plus 10% of all membership income and all interest on investments. 
 
10.0 Checking account: Limit of $10.000; balances over that amount should be swept into an interest bearing account. This account should require two signers to transfer funds back to the checking account for bill payment.
 
11.0 Larger sums should be invested in CD’s, money mkt, stocks, bounds, etc as determined by the finance committee. These investments should also require two signers designated by the OSI General Chair.
 











Section V – House of Delegates
Athlete Representation

1.0 Junior Representative
A. One Ohio LSC swimming athlete shall be elected each year for a two-year term to serve as the Ohio LSC Athlete Representative. This representative shall be elected by ballot at the Ohio Swimming Senior Long Course championship meet and need not be present to be elected.
B. In the first year of his/her term, this athlete shall serve as the Junior Athlete Representative and shall be funded by the Ohio LSC to attend the National USA SWIMMING Convention with voice but no vote. In the second year of the athlete’s term he/she shall serve as the Senior Athlete Representative.
C. He/she shall also attend the meetings of the Ohio Swimming House of Delegates as Junior Athlete Representative with voice and vote.
2.0 Senior Representative
A. In the second year of the athlete’s term he/she shall serve as the Senior Athlete Representative and shall be funded by Ohio Swimming to attend the National USA SWIMMING Convention exercising the athlete’s vote for the Ohio LSC.
B. He/she shall also attend the Ohio Swimming House of Delegates meetings and serve on the Board of Directors of Ohio Swimming with voice and vote in each.
C. He/she shall contact all member clubs to solicit nominations for Junior Athlete Representative and Athlete Commission Representatives, prepare a ballot, and conduct an election at the Ohio Swimming Long Course Championship Meet.
3.0 Athlete Commission Representative
A. Four (4) athlete representatives, in addition to the above, shall be elected at the Ohio Swimming Senior Long Course Championship Meet to represent each commission for a one year term as follows: one for Northwest, one for Central, one for Cincinnati area and one for Dayton area. The Junior and Senior athlete representatives shall be funded by the Ohio LSC to attend the National USA SWIMMING Convention.
B. These representatives shall be elected by ballot at the Ohio Swimming Senior Long Course Meet and need not be present to be elected.
C. The elected representatives shall serve as a committee chaired by the Ohio Swimming Senior Athlete Representative.
D. The four athlete commission representatives shall have voice and vote in the Ohio Swimming House of Delegates.
4.0 Junior Representative
A. The General Chairman shall be the advisor to the Athlete Representative and the Athletes Committee.
B. The advisor shall give special assistance in the conduct of their elections and in making arrangements for attending the National Convention of USA Swimming.

Club/Organization Representation

5.0 Each member club/organization is entitled to one (1) vote at the House of Delegates meeting.











Section VI – Convention

1.0 The LSC delegation shall consist of the following individuals other than the athlete representatives:

Treasurer

2.0 All delegates sent by Ohio Swimming, Inc. are required to sign the Ohio Swimming Code of Conduct, Medical Release Form and adhere to a meeting schedule as determined by the General Chairman of Ohio Swimming.











Section VII – Report of Occurrence
Filing a Report

1.0 Each Ohio LSC Group Member shall be responsible for promptly filing a Report of Occurrence.
 
2.0 The Report of Occurrence is to be made on the appropriate form provided by USA SWIMMING and must be sent to USA Swimming National Headquarters, to the current USA SWIMMING insurance carrier, and to the current Ohio LSC Safety Chairman, with an informational copy to the Ohio LSC General Chairman. (See Appendix of Forms)
 
3.0 Each Ohio LSC Group Member shall maintain a permanent report file.

Accidents or Incidents

4.0 An occurrence includes, but is not limited to, any kind of property damage, personal injury or an accident or incident involving a registered athlete, a registered non-athlete, a guest, a spectator, a tenant, other entities.
 
5.0 Occurrences shall be reported even though no apparent injury has occurred.











Competition and Athlete Development

Section VIII – Sanctions and Meet Approval

1.0 Meets for the summer long course season will be bid in the fall; meets for the winter short course season will be bid at the annual meeting (following the short course season). All Ohio Swimming Championship Meets will be bid and sanctioned before any other meet is bid. No other meet will be allowed to schedule the same dates as an Ohio Swimming Championship meet.
 
2.0 A club desiring to host a meet must submit a properly filled out “Application for Sanction” form and provide a complete copy of the meet information (including a complete schedule of lanes and times for all warm-up procedures), appropriate fees and deposits to the Sanctioning and Scheduling Chairman at or prior to the bidding meeting. A member club may apply for a sanction for a meet or other event such as a time trial, after the bid meeting provided that an “Application for Sanction” form is properly filled out, a complete copy of the meet information, is submitted with all the required fees, and is not in violation of any USA SWIMMING or Ohio Swimming, Inc., rule with regard to sanctioning.
 
3.0 A sanction fee of $10.00 is required with each sanction application for events where entry fees are charged. This fee is non-refundable.
 
4.0 Time trials, dual meets, and any other events charging no entry fee require a $10.00 sanctioning fee. This fee is non-refundable.
 
5.0 At the conclusion of the meet, the “Report on Sanctioned Event” (see OSI website) form must be completed and mailed to the Sanctioning and Scheduling chairman.
 
6.0 At the conclusion of the meet, the “Report To Treasurer” (see OSI website) form must be completed and mailed (with appropriate checks) to the Treasurer of OSI.
 
7.0 Sanction numbers must be published on all meet entry information and final results. Also, all entry information, advertising and programs must bear conspicuously the statement: “HELD UNDER THE SANCTION OF USA SWIMMING, INC.” as specified in Article 202 of the USA SWIMMING Rules and Regulations.
 
8.0 Swim-A-Thons must be sanctioned; however, no sanction fees or deposits are required.
 
9.0 Two meets of the same type, whether sanctioned or approved, cannot be scheduled on the same date(s) within any one of the four (4) commissions, unless agreed to by both host clubs and approved by the Sanctioning Chairman. The Age Group Committee may propose that a particular meet be protected throughout the LSC. If such proposal is adopted by the House of Delegates, then no meet conflicting with the protected meet may be sanctioned at the same time anywhere in the Ohio LSC. In case of conflict, a sanctioned meet will be given preference over an approved meet.
 
10.0 All time trials must be sanctioned. The application for sanction of a time trial must be submitted to the Sanctioning and Scheduling Chairman at least seven (7) days prior to the event. The host club shall include in its application for a sanction for a time trial a description of the steps that it will take to publicize the time trial to all clubs in the immediate vicinity of the time and location of the event and shall retain records to demonstrate its efforts to publicize the event. If the time trial is to be held during or after a meet at the same facility as the meet, the information must be published in the meet information. The same limit of events per day per swimmer in the combined swim meet and time trial. All Ohio and USA SWIMMING rules apply to this Ohio sanctioned USA SWIMMING competition.
 
11.0 All host clubs are required to email Ohio Swimming Webmaster their meet information 30 days prior to the event.
 

“Approved” Meets

12.0 An approved meet is a designated meet conducted by an organization other than a USA SWIMMING organization conforming to all relevant USA SWIMMING rules and meet standards. All approved meets are subject to the rules and conditions stated in Article 202 of the USA SWIMMING Rules and Regulations.
 
13.0 Swim organizations or leagues (not members of USA SWIMMING) may apply for approval of their championship meets; however, if the date(s) of such a meet are in conflict with a sanctioned meet in the same commission, the approval cannot be issued. The swim organization or league applying for approval must submit a properly filled out “Application for Meet Approval” form along with a complete copy of the meet information, appropriate fees to the Sanctioning and Scheduling Chair. The approval will be issued provided:
A. They submit a $100.00 approval fee.
B. They furnish final results certified by a USA SWIMMING official and a “Report on Approved Event” to the Sanctioning and Scheduling Chairman.
C. At least one USA SWIMMING official will be present on deck during the entire meet.
D. They comply with all rules of USA SWIMMING and Ohio Swimming, Inc.
E. All fees required of an approved meet shall be submitted based on the entries of all USA SWIMMING registered athletes participating in the meet. If there is no fee (entry or otherwise), no fees are submitted to the Treasurer.
 
14.0 Approved meets held by organizations other than USA SWIMMING member organizations are not covered by USA SWIMMING insurance. USA SWIMMING Insurance follows participating USA Swimming member clubs only when supervised by one or more club coaches who are all coach-members of USA Swimming, and all athletes and officials are USA Swimming members in good standing.











Section IX – Meet Conduct
Sign In/Certification

1.0 Any person who signs in to a meet as a coach without proper certification shall be subject to a hearing before the Board of Review and subject to sanctions including but not limited to a monetary fine as determined by the Board of Review, suspension from membership in Ohio Swimming and such further action as determined by the Board of Review. Any registered coach who allows or enables another person who is not registered as a coach to sign-in as or engage in coaching shall also be subject to a hearing before the Board of Review.
 
2.0 At all Ohio USA SWIMMING meets, it will be the responsibility of the Meet Referee/Meet Director to ensure that coaches and officials are current members of USA SWIMMING in order to be on deck. Coaches and officials must have their membership card in their possession, and must show their card to the Meet Referee/Meet Director upon request. Persons not possessing a current USA SWIMMING card will be asked to leave the deck, unless working in the meet at the request of the Meet Referee/Meet Director. Verification of USA SWIMMING membership for a coach/official who does not have their card will be done at their expense.

OSI Meet Warm-up Policy

3.0 Warm-up procedures shall be determined with the safety of the swimmers as the primary priority. The warm-up procedures shall follow all applicable USA Swimming rules and shall follow all rules listed in section XI (Safety Guidelines). The warm-up procedures shall be published in the meet program (information). The suggested warm-up procedures may be used in their entirety or may be used as a framework for the warm-up procedure. Except during supervised racing starts, swimmers must enter the pool feet first in a cautious manner with one hand in contact with the pool deck.
 
4.0 Lane Specific Warm-up Procedures
A. General Warm-up (first 30-45 minutes or first half)
1.0 No Diving or Racing Starts allowed from the blocks or edge of pool. Swimmers must enter the pool feet first in a cautious manner with one hand in contact with the pool edge.
2.0 No sprinting or pace work allowed during this general warm-up session.
3.0 All lanes are to be used for general warm-up.
B. Specific Warm-up (Last 30-45 minutes or last half)
 
5.0 Athlete and Team Warm-up Assignments
A. Participating teams shall be assigned to specific lanes for the warm-up period based on number of participants. Warm-up periods may allow a mixing of age groups and/or genders to allow a more equitable split of numbers of athletes participating in these warm-ups.
B. The coaches of the teams assigned to each lane shall determine the warm-up procedure for that lane. If coaches in a lane cannot agree on a warm-up procedure, the session referee should be consulted and shall define that lane’s procedure. The decision of the session referee will be final.

Deck Entries

6.0 Deck Entries: Participants must have a current USA Swimming registration card to show as proof of registration. No Exceptions.

Entry Refund

7.0 In any meet sanctioned by Ohio Swimming other than Championship Meets, the host team shall limit the number of swimmers in any one or more events to maintain a reasonable length of the meet. In the event that entries are limited, the host club must return the entry fees to the club(s) whose swimmers are not allowed to compete in the specific event(s). Clubs cannot change this refund rule in their meet information.

Protest Procedure

8.0 Please see USA Swimming rule 102.11 for protest procedures. The decision of a deck official concerning an action which he or she has personally observed must meet the test of:
A. Proper jurisdiction, as assigned by the Referee prior to the beginning of competition.
B. Proper position, from which the infraction of the rules was observed.
C. Proper rule interpretation.

OSI Scratch Rule - Clarifications

9.0 Pre-Seeded Meets
A. Any swimmer or relay team failing to swim an event at a pre-seeded meet shall not be penalized for failure to show
 
10.0 Deck-Seeded Meets
A. Any swimmer who has checked in for an individual event that is seeded on the deck must swim in the event unless he notifies the Clerk of Course of his wish to scratch before the seeding for that event has begun. Failure to scratch prior to seeding and failure to swim the event will result in the swimmer being barred from his/her next individual event
B. Any relay that has been checked in for an event that is seeded on the deck must swim in the event unless the Clerk of Course is notified of the wish to scratch before the seeding for that event has begun. Events seeded on the deck shall be closed for seeding no earlier than fifteen (15) minutes after the start of warm-ups. Any relay team entered in a deck-seeded event must check in and list the swimmers’ names for the event.
C. Events seeded on the deck shall be closed for seeding no earlier than fifteen (15) minutes after the start of warmups.
 
11.0 Pre-Seeded Prelim/Final Non-Championship Meets
A. Any swimmer who fails to appear for a consolation or championship final race in which he/she qualified without scratches, shall be barred from his/her next individual event except as noted in Exceptions For Failure To Scratch Below.
B. A swimmer who fails to appear for a consolation or championship final race in which he/she qualified without scratching shall be charged a fine of $50 if the event is the swimmers’ last event of the meet. The $50 penalty fee should be charged to the swimmers’ club or to the swimmer themselves in the event that they are unattached. This penalty fee should be paid to the host club within 14 days of the conclusion of the meet.
C. Any relay that fails to appear for a consolation or championship final race in which it qualified without scratching shall be charged a fine of $50. The $50 penalty fee should be charged to the swimmers’ club. This penalty fee should be paid to the host club within 14 days of the conclusion of the meet.
 
12.0 Thirty (30) Minute Scratch Rule
A. A swimmer who qualified for a bonus (if offered), consolation, or championship final must notify the Referee or designated meet official of his/her intent to scratch within thirty (30) minutes after the announcement of the qualifiers.
B. The swimmer shall further declare his/her final intentions within 30 minutes following his/her last individual preliminary event in the session.
 
13.0 Exceptions For Failure To Scratch - No penalty shall apply if:
A. The Referee is notified of illness or injury and accepts the proof thereof.
B. It is determined by the Referee that failure to scratch was caused by circumstances beyond the control of the swimmer.
C. C. A swimmer who was not in the original qualifiers list and who was scratched into the qualifiers list.











Section X – Inclusion of Swimmers With A Disability

1.0 Ohio Swimming meet hosts are required to include the Adapted Swimming statement (Section X, 2.0) in their meet information. The purpose of the statement is to welcome athletes with a disability, to establish fair qualifying guidelines, and to ask for advance notice of any necessary accommodations. A template of the statement is available under ‘Adapted’ on the Ohio Swimming website.
 
2.0 “ Ohio Swimming Welcomes Swimmers with a Disability”. Coaches:
A. Should enter the swimmer on Hy-Tek or the paper entry form;
B. Provide advance notice of any necessary accommodations
C. List in the email with the Hy-Tek entry (or on paper) the swimmer’s name, entry times, strokes/distances, days/sessions, and how the swimmer prefers to be seeded. Swimmers with a disability will be seeded with the same age group in either the same distance race or a longer distance race (i.e., 50 free during the 100 free).
 
3.0 Qualifying time standards at regular season meets are waived for swimmers with a disability. Ohio Swimming Championship meets: swimmers with a disability may enter if they qualify in at least one event for the US Paralympic National Championships. At the Central Zone meet, four (4) swimmers with a disability are welcome on the Ohio Zone Team without meeting the time standards. More information available under ‘Adapted’ on the Ohio Swimming website).
 
4.0 When possible, during the pre-meet briefing, the Meet Referee shall inform all officials of the adapted swimmer’s entry and the modifications which shall be made, in accordance with USA Swimming officiating rules, when starting the swimmer, observing the swimmer and determining disqualifications.











Section XI – Safety
Safety Guidelines

1.0 Responsibilities
A. Coaches shall instruct their swimmers regarding safety guidelines and warm-up procedures as they apply to conduct at meets and practices.
B. Coaches shall actively supervise their swimmers throughout the warm-up session at meets and at all practices.
C. Coaches should maintain as much contact with their swimmers as possible, both verbal and visual, throughout the warm-up period.
D. Coaches should stand near the starting end of the pool when starting swimmers on sprint or pace work.











Section XII – Time Standards

1.0 Ohio JO Time Standards will be reviewed and updated bi-annually by the Age Group Committee and presented to the House of Delegates for approval. They shall be published at the fall House of Delegates meeting.











Section XIII – Records/Top 16/Ohio Time Certification
Ohio Swimming Records

1.0 Ohio Records shall be recognized in all recognized age groups set forth by USA Swimming.
 
2.0 All record times must be achieved in sanctioned or approved meets and must be achieved in accordance with the USA Swimming Technical Rules.
 
3.0 Ohio Records can be achieved only by Ohio LSC registered USA Swimming athletes in good standing with Ohio Swimming, Inc and held in a USA Swimming sanctioned competition. These athletes must swim either as representatives of an Ohio group member, as unattached Ohio LSC swimmers, as representatives of a high school during the high school swimming season, as representatives of an NCAA college or university during the NCAA swimming season, or as representatives of a YMCA in a YMCA Championship meet.
 
4.0 Ohio Records must be forwarded to the Ohio Records Chair within 30 days of the conclusion of the current season using the Ohio Records Application. Records are validated in the USA SWIMS database. If the USA SWIMS database does not contain the Ohio Record, a copy of the attached final results must accompany the Ohio Records Application.

Top Sixteen

5.0 National Top 16 “Reportable” times can be verified in the USA SWIMS database 30 days after the time was achieved. No form or application needs to be submitted for times that appear in the USA SWIMS database.
 
6.0 Times achieved that do not appear in the USA SWIMS database must be forwarded to the Ohio Records Chair within 30 days of the last Ohio sanctioned competition of the season on the Ohio Records Application. These types of meets may include high school, YMCA, college, etc. approved by USA SWIMMING/LSC or in any competition sanctioned by any officially recognized member of FINA.
 
7.0 All times must be achieved in sanctioned or approved meets and must be achieved in accordance with the USA SWIMMING Technical Rules.
 
8.0 Only the Ohio Records Chair may coordinate edits, updates, fixes, and typos in the USA SWIMS and in coordination with the National Times Tabulator.
 
9.0 At the conclusion of each season, USA-Swimming will send the Ohio Records Chair certificates for all athletes that have finished the season ranked 16th or faster in individual and relay events. Note: Surpassing the National Top 16 “Reportable” time standard does not warrant a certificate.

Ohio Time Certification

10.0 Relay lead-off times, and individual event initial split times may be officially certified by an OHIO TIME CERTIFICATION slip.
 
11.0 The OTC slip must be presented to the Meet Referee 30 minutes prior to the event.
 
12.0 OTC slips may only be certified by the Meet Referee or his designee.
 
13.0 The OTC slip may be found in the Forms section on the OSI website.











Section XIV – Central Zone and All-Star Teams

1.0 The Ohio LSC Central Zone All-Star Swim Team shall be made up of properly qualified members of Ohio Swimming.
 
2.0 The Ohio Swimming Age Group Committee:
A. Will seek a group member club of Ohio Swimming or, if no group member club is available, one or more individual members of Ohio Swimming to serve as Sponsor and host of the Ohio Central Zone Team and All-Star Teams.
B. As an alternative, the Age Group Committee may appoint a Coordinator who shall be a member of Ohio Swimming to act in the same capacity and with the same authority as the Sponsor. Such coordinator shall be eligible to receive any compensation that would otherwise be payable to a sponsoring host club.
C. The Ohio Zone Team and All-Star Team Sponsor/Coordinator of the team shall be responsible to the Ohio Swimming Age Group Committee. Responsibilities shall include:
1.0 Appoint and/or select the coaching staff based upon the selection criteria set forth by, or in consultation with the Ohio Swimming Age-Group Committee.
2.0 Coordinate entry procedures set forth by the Championship Meet format. Only one Ohio Sponsor/Coordinator shall submit entries.
3.0 Overseeing, in consultation with the team coaches, arrangements for team travel, lodging, and chaperoning (where applicable).
4.0 Supervising all team financial affairs and making a final report to the Ohio Treasurer and Ohio Swimming Age Group Committee. The team budget for the Ohio Zone Team and All-Star Teams shall be coordinated with the Age Group Committee and Ohio Treasurer and be approved by the Ohio House of Delegates.
D. Each athlete, coach and staff member shall be required to sign and adhere to the Ohio Swimming LSC Code of Conduct. (See Handbook Forms)

Appendix C
Meet Host Responsibilities

Marshaling
A. A minimum of four (4) marshals, per pool, who report to and receive instructions from the Meet Referee and/or the Meet Director, shall be on deck during the entire warm-up session.
B. Marshals shall be members of USA Swimming.
C. Marshals shall have the authority to remove from the deck for the remainder of the warm-up session any swimmer or coach who is in violation of safety guidelines or warm-up procedures.
D. In addition to four (4) Marshal’s required for pre-meet warm-up, one Marshal shall be assigned to each warm-up, warm down facility throughout the meet; which includes warm-up prior to meet, breaks during the meet, and during active competition.
E. Warm-up times and lane assignments shall be published in the meet information and posted at several locations around the pool area, announced periodically and on a regular basis, before and during a meet, and are to be marshaled. The following statement shall appear in the meet information: “Ohio LSC Swimming Safety Guidelines and Warm-Up Procedures will be in effect at this meet.”
F. An announcer shall be on duty for the entire warm-up session to announce lane and/or time changes and to assist with the conduct of the warm-up.
G. Host team must supply a certified lifeguard on duty at all times.
H. Miscellaneous
1. Backstrokers shall ensure that they are not starting at the same time as a swimmer on the blocks, and they must enter the pool feet first. Swimmers shall not step up on the blocks if there is a backstroker waiting to start.
2. Warm-up procedures shall be enforced for any breaks and/or any areas used for warm-up and warm-down during the competition.
NOTE: Host clubs, with the consent of the Meet Director or the Meet Referee, may modify the time schedule or recommended lane assignments depending upon pool configuration, the number of swimmers or other consideration. Any such changes shall be announced and/or posted prominently in the pool area.











Appendix D
Final Results

Final results of all sanctioned or approved events shall be published and distributed within 3 days of the last day of the meet. Clubs can distribute via website, email or US Postal service.

Results on the OSI web must include:

B. The proper team abbreviation or code for each swimmer’s club.
C. The event and time achieved indicated in a clear and concise manner.
D. The age of all swimmers.
E. Individual names and ages of all relay participants shall be identified.
F. Final results shall be in two categories by gender. Within each gender shall be in the following of strokes: free, back, breast, fly, IM, and short to long distance within each stroke. The relays shall follow, free and medley with distance to be listed short to long within each.
G. Sanction number must be in the report heading for all results.
H. NT should appear for any swim in which the swimmer was disqualified, unless the disqualification occurred during a swim-off in accordance with USA SWIMMING rules.
*****After conducting a sanctioned or approved competition, any organization which fails to publish a final results or fails to comply with USA Swimming rules pertaining to Sanctions and Approvals shall be reported to the Ohio Swimming Sanctioning and Scheduling Chairman for administrative action.
